10 firms submit bids to build CNG floating terminal

The government will complete evaluation of the bids at the earliest for quick completion of the country's first floating terminal for imported LNG to ease the prevailing gas crisis, a senior government official said.

State-owned Petrobangla last week received proposals from 10 global firms to build the liquefied natural gas (LNG) terminal at Maiskhali island in the Bay of Bengal.

"We are overwhelmed with the responses as some top global LNG firms have submitted proposals to build the country's first LNG terminal," LNG Cell chief Md Muktadir Ali told the FE.

The bid evaluation committee headed by Director (Planning) of Petrobangla has already started scrutinizing bids for short-listing of the firms.

"We want to award the contract to bid winner as soon as possible to utilise LNG, the country's newest source of energy," said Mr Ali.

The firms interested to build the LNG terminal include GDF Suez LNG Supply S.A. of Luxembourg, Golar LNG Energy Ltd of Bermuda, Teekay LNG Partners L.P. of Canada, Vitol Asia P/L of Singapore, Samsung C & T Corporation of South Korea, Astra Oil & Excelerate Energy Consortium of Singapore, Hiranandi Electricity Private Limited of India, Ros Roca Group of Spain, BW Gas AS of Norway and the local Unination Energy Ltd.

Petrobangla floated tender in November last year to build the LNG floating terminal to ease the country's mounting energy supply shortage and feed growing industries.

Petrobangla official said the terminal should be a complete floating LNG receiving terminal with berthing and mooring facility of ships carrying LNG having the capacity of 138,000-260,000 cubic meters, LNG storage and re-gasification unit.

It must have the capacity to handle 5.0 million tonnes of LNG per annum and re-gasification capacity of at least 500 million cubic feet per day (mmcfd) of gas.

An offshore sub-sea pipeline of around 3 km in length has also to be designed and constructed from the floating terminal to the onshore custody transfer metering station at Maiskhali island.
